Education Ministry Revises Higher Education Funding Terms

Ministry of Education and Science plans to revise higher education funding methodology as part of the 2017-2021 strategy.

Objective of the changes is to diversify a funding of higher education. Despite different real expenditures on education programs, all vouchers are of equal value. At the same time, top margin will be determined for state universities.

“Voucher is a key source of revenues for universities. Consequently, voucher system gives a number of negative results: shapes unhealthy systems of management, it cannot ensure valuable attainability and does not provide opportunity for improving education and research quality, necessary stability for institutional development. Funding of the so-called priority programs cannot change the situation either”, the document reads. 

Social programs for funding vulnerable students have tripled since 2013 and marked 4.5 million GEL as of 2017; government scholarship program has increased 2.5 times to 4.1 million GEL for students with high academic achievements; Over the past 5 years Government fully funds BA programs in humanitarian, social, agrarian, engineering fields.
